Shanghai is conducting in-depth comprehensive safety inspections and special rectifications.

In accordance with the unified deployment of the Shanghai Municipal Party Committee and Municipal Government, Shanghai’s safety regulatory authorities recently joined forces with the municipal public security fire department and relevant departments in Pudong New Area, with the cooperation and support of stationed military units, to conduct a comprehensive inspection and thorough investigation of enterprises located on both sides of Renmintang in Heqing Town. Following these inspections and rectifications, seven enterprises in the area have voluntarily ceased operations. One company is proactively relocating. Fourteen enterprises have finalized their relocation schedules. In accordance with the requirements of the on-site meeting on comprehensive environmental remediation held by the Municipal Party Committee and Municipal Government in Heqing Town, we are guiding and urging the local government and relevant departments to make every effort to address safety hazards associated with hazardous chemicals, ensuring that the remediation work is fully completed by October 1. We are also urging them to ensure safety measures are in place so that more than 90% of demolition and remediation tasks related to illegal constructions will be completed within this year.

 

         Since the beginning of this year, Shanghai has organized a comprehensive re-check and comparison of the basic information on hazardous chemical storage enterprises within the city, as well as on hazardous chemical tank farms for oil and gas, and on pipelines transporting petroleum, natural gas, and hazardous chemicals. Relevant district and county authorities, along with group companies, have been instructed to carry out full-coverage inspections based on an enterprise directory, adhering to the “four noes and two straights” approach. Conduct special supervision and inspection in this manner.

 

         The Shanghai Municipal Safety Committee Office has carried out in-depth inspections to identify safety hazards in tank farms for hazardous chemicals such as oil and gas. As of now, a total of 104 enterprises have been inspected. 327 tank farms, There are 2,869 storage tanks with a total capacity of 8.8 million cubic meters. We have fully implemented special inspections and rectifications targeting safety hazards at petrochemical and hazardous chemical enterprises, identifying a total of 4,776 safety hazards. Of these, 4,696 have been rectified, achieving a rectification rate of 98.3%.

 

         The Shanghai Municipal Safety Committee Office is carrying out in-depth special rectifications for work safety. It is focusing on intensifying the rectification efforts targeting enterprises engaged in the storage and operation of hazardous chemicals. The first round of comprehensive inspections uncovered 96 safety hazards. 33 items have been rectified. Sixty-three rectification plans have been formulated in accordance with the “Five Implementations” requirements. We have carried out in-depth special rectifications targeting the safety of tank farms for hazardous chemicals such as oil and gas. As of now, we have inspected a total of 104 enterprises, 327 tank farms, and 2,869 storage tanks, with a combined total capacity of 8.8 million cubic meters. We are strictly enforcing traffic control measures at designated checkpoints for the transportation of hazardous materials, enhancing the application of GPS-based dynamic monitoring data, and rigorously holding transportation companies accountable for their responsibilities at the source. We have also launched joint law enforcement operations to crack down on illegal activities, such as hazardous chemical vehicles violating traffic restrictions and entering the outer-ring tunnels. Furthermore, we are deepening coordinated safety management and control among Jinshan, Fengxian, and the Shanghai Chemical Industry Zone, and piloting “time-slot control” and “regional joint control” measures for the transportation of hazardous chemicals.

 

         Next, Shanghai will integrate with the Municipal Party Committee’s No. 1 research project. The “1+6” document calls for promoting the improvement of the safety production responsibility system at both the subdistrict and village levels, with a particular focus on strengthening the capacity and team building for grassroots supervision and law enforcement. It also emphasizes reinforcing mechanisms for identifying, reporting, and handling daily regulatory issues, advancing localized management, and driving the integration and grid-based approach to safety supervision, law enforcement, and comprehensive governance.
